General Behaviour: Contrary to what most people think, Percy Weasley is neither a follower nor blindly obedient. He expects there to be good reasons for rules and behavior. He is easily aggravated when no such reasons can be found, especially for his own behavior. Percy's loyalty is without question and he can always be counted on to finish the job, even if it means personal sacrifice. He has very high standards for those in his life, but those standards pale to the standards that he holds himself to. Percy daily struggles to convince himself he is doing the right thing. And he is daily haunted by his past mistakes - even the smallest ones. Although he is a perfectionist, he knows there is no such thing as achieving it, but rather understands it is a quest embarked on. He is calm, cool, and calculating, often pausing before acting to think through and assess the consequences. Percy enjoys the order of routine and finds deviation from routine bothersome.

Relevant backstory: Although it is still universely believed that Percy was simply so arrogant and pompous and ambitious that he could not see what was really happening during OOTP and HBP, the truth of the matter is that he was really working on Albus Dumbledore's orders. Dumbledore needed someone close to the Minister and he saw his best chance in young Percy Weasley. It pained Percy greatly, but he knew if he did not publicly row with his family, then he would not be able to complete the mission he was set. (An essay to this effect is here: http://calanthe-b.livejournal.com/84346.html) But since Dumbledore never told him that he could share this with anyone, no one besides Percy knows this (except for Albus) and when the estrangement has been brought up, Percy simply claimed he was wrong. This experience is at both his deepest and most painful scar -- for having to virtually disown his family -- and greatest achievement -- for fulfilling the mission.

Under Minister Shacklebolt and his successors, Percy rose through the ranks quickly. He believes the most effective deterrent to future Dark Lords is a strong, united international magical community. He has always had his eyes set on one job: Minister of Magic. Just before the Wizengamot chose Narcissa Malfoy as Minister, Percy considered and was urged by some close to him to make a bid for the position. But he knew that the Wizengamot would have judged him too young and the Malfoy influence ran too deep. Although Percy's consideration never became public (and to the best of his knowledge Narcissa has never been informed of it), he has been slowly building his own power base and supporters on the Wizengamot by doing what he's always done: The very best at every task set before him. He has no intention of undermining Narcissa (unless it becomes absolutely necessary for the common good), but rather his plan is that when she leaves office there will be only one name that is reasonable and logical: Percy Weasley. He has been careful over the past ten years to forge a very close working relationship with the Minister. While he never gives anything but a full-throated defense of her in public, he is not afraid to speak truth to power in private... in a respectable manner, of course.
